Jason M. Watson, PE
Jason Watson brings over 24 years of experience delivering complex transportation infrastructure projects, with a strong focus on design-build and alternative delivery across the United States. His portfolio includes major corridor and managed lane projects such as I-405 in Los Angeles, I-95 Express/HOT Lanes in Alexandria, Virginia, I-95 in Florida, the CCG1 (I-90) Design-Build project in Cleveland, and several design-build projects for the West Virginia Department of Highways.
Jason is the Project Manager for the LUC-475-10.21 interstate widening and interchange reconstruction project for the Ohio Department of Transportation. He leads multi-disciplinary teams and coordinates with agency staff, subconsultants, and construction partners to maintain schedules and manage project risks. His background in alternative delivery enhances his support for constructability reviews, phased construction planning, maintenance-of-traffic strategies, and proactive coordination to minimize impacts on the public and nearby businesses.
As Roadway Group Leader in Ohio for The Mannik & Smith Group Inc.’s Transportation Division, Jason works closely with contractors, designers, and owners to create a solutions-oriented project environment. He is recognized for his practical approach to sequencing, risk identification, and open communication among project partners, all of which are essential for the successful delivery of complex infrastructure projects.

David Rinehart, PE
David has over 40 years of experience working with and managing successful projects of all sizes. His experience includes several major transportation projects, engineering studies, analyses, and the structural design of bridges, foundations, retaining walls, and various other types of structures. David has extensive experience in bridge inspection, bridge analysis, bridge design varying in size from small culverts to large complex multiple-span bridges, construction inspection, and construction engineering.
Since 2010, David’s primary work has been on design-build projects. His alternative delivery experience includes design (sub-consultant for two bridges on HAM-74-18.01 Mill Creek Expressway 5B), owner’s representative (preliminary design, DB scope, procurement assistance, and quality oversight on CUY-480-18.42), and independent design quality manager (FRA-71/670-17.76/4.19 Columbus Crossroads, CUY-IR490/SR010-2.09/19.28 Opportunity Corridor Part 3, and Brent Spence Bridge Corridor PDB).

Nancy Lyon-Stadler, PE, PTOE
Nancy is the Transportation Planning Sector Leader for MSG. Her expertise in traffic engineering and transportation planning is built on 38 years in the industry, working throughout North America. Prior to working as a consulting engineer, Nancy served as a civil engineering officer in the U.S. Air Force. At MSG, Nancy’s work focuses on traffic operations, integrating transportation planning and design with and roadway design and land use planning for all modes – motorized traffic, bicycles, pedestrians, and transit. Nancy has led projects ranging in size, complexity and combinations of transportation modes, from planning through design and construction, including alternative delivery projects. Her experience includes working with clients to frame and integrate emerging technologies, initiatives and best practices. She is an excellent facilitator with extensive public involvement and facilitation experience.
Leadership & Management
Extensive and varied experience in leading and managing multi-disciplinary office including staff management, business development, client relations, and office operations with responsibilities including successful delivery of multiple key performance indicators. Team and project management expertise includes leadership to establish cohesive teamwork, effective verbal and written communication, clear understanding, development and delivery of scope, schedule and budget, understanding of contract language and contracting process, and every aspect of project documentation.
Multimodal Transportation
Nancy’s project experience includes traffic engineering and transportation planning for all modes (motor vehicles, transit, bicycles and pedestrians). She has led projects ranging in size, complexity and combinations of transportation modes, from planning through design and construction. Her experience includes working with clients to frame and integrate emerging technologies, initiatives and best practices. She is an excellent facilitator with extensive public involvement and facilitation experience, with the ability to explain technically complex information in a clear and straightforward manner, brokering successful solutions that address community and project needs. She served as lead traffic engineer for the first phase of the $300M Cleveland Innerbelt Bridge design-build project; she was public relations and communications lead for the $357M CTfastrak Bus Rapid Transit project (Hartford, CT); and she recently led concept development for the McConnelsville Riverfront Park and Main Street project (CMAR).
